    There are normally small "bumps",lumps,cysts,blisters or boils by the hair follicles.

    But, Sebaceous/sebum cysts may arise in many areas including the scrotum when hair follicles become inflammed. These types of cysts (when no infection is present) are usually painless, smooth surfaced and contain a foul smelling, white or cheesy appearing material when the cysts boils or bumps are drained.

    Each hair on your body grows out of a tiny pouch called a follicle. You can have folliculitis on any part of your body that has hair, like pubic hair and hair on testicles.

    These usually pose no problem unless they become large or infected and are ONLY opened/drained by a physician.

    However, I would highly recommend that you see your doctor and let him/her determine if what you have is normal, STD or needs attention.

    Normal male puberty problem. Make sure you dry this area thoroughly after each shower, washing the area with an anti-bacterial soap when showering; apply hydrocortisone cream to the area until pimples are gone - all will help. These should decrease in frequency as you get older also.

    Could be Folliculitis an infection of the hair follicles.

    The pimples is usually caused by bacteria, especially the type called staph (Staphylococcus). It can also be caused by yeast and another type of fungus. Folliculitis caused by a fungus is most often seen in people who have trouble fighting infections because they have an impaired immune system.

    Often folliculitis develops because you have damaged your hair follicles. Shaving or wearing clothes that rub the skin can irritate the follicles.

    They can also become blocked or irritated by substances like sweat, machine oils, or makeup. When the follicles are injured, the pimples or bumps are more likely to become infected.
