probably some mild form of VD. Or an allergic reaction to something you came in contact with.
Or, it seems like you may have a injury or irritation to your penis that may be causing the swelling.
Try putting some ice on the swelling area to get that penis inflammation down. Make a appointment with a doctor to find out the cause and to guard against infection.

ummmmmmmmm im 16 n i have'nt been

Is what you are saying is, you got a erection and the foreskin retracted then, later you lost your erection but, but the foreskin is still retracted?
If that's the case, then just put some mild lube or vasoline on your penis for the foreskin to return to normal (covering the head of the penis).
