My name is John and i have had protected sex with a few girls, but i masterbate like one or two times a day and i have these little micorscopic white bumps on my penis and i looked and there is a black dot in the middle but the pimple lumps are different sizes. What do you think it is?

Those seem like the normal bumps. If it bothers you, try the rubbing alcohol (over the counter, you can get in any pharmacy) trick for a couple of weeks.
If they get any worst see a medical doctor.

Could be Fordyce spots: small (1-5mm) bright red or purple papules that can appear on the penis head (glans), shaft or scrotum and usually affect younger men which is normal and not to worry,
Since you haven't had sex, are you playing around with your penis all the time? This will keep the skin irritated. You can try baby oil gel with aloe vara on your penis if that is the case. You probably have
pearly penile papules (PPP) and is a harmless physiological phenomenon with no harmful effects.
It is not a sexually transmitted disease and its appearance is unrelated to sexual activity or standards of personal hygiene. They gradually may become less noticeable with increased age.
But it's best for a doctor to check it out for you.

I have little bumps, not on the penis but at the base of it. they're a little raised and you can feel them if you rub you fingers along them.
I always use a condom, i think it might be becuase my girlfriend excreets along of fluids while we're having sex.
Could this be it.
