Does it have to be one specifically for the penis? I do wash my penis daily with soap under the foreskin, but i will try the rub.

Use the medicine you had before or a very mild over-the-counter antifungal medication.
You can get fungal skin infection on various parts of the body. The athletes foot medicine is not so mild.

It does not go away with time or soap. I'm pretty sure its nothing sexually transmitted, since I have not had sexual contact for over a year. When cleaning your penis it's important that you use a very mild soap and rinse completely the soap away or it will cause dry crusty skin.
Applying steroid cream, lotion, or ointments to the crusted area under foreskin often softens the skin. Cortaid Steroid Cream can be bought over the counter without a prescription. Start with something that is mild and if that doesn't work they try something a little stronger. If that doesn't work then you made need a prescription application from a doctor (Dermatologist).

i retract my foreskin there are all of these odd tiny white sorta mini-pimples....
Im almost completely certain that these are not normal..
and also when i get an erection my foreskin doesent retract on its own and if i
reetract it myself it just rolls back...

A couple of things really. the first is that, at 19, im concerned because when
erect, i cannot get my forskin to retract over the head of my penis, its like the
head of my penis is too big for my forskin! the other thing is that the head of my
penis is really sensitive to touch, so the fact that my forskin doesnt retract is a
kind of good thing i suppose in some ways! but it is painful to touch, if i was to
touch it, it would be like you touching something really hot, you pull away straight
away, thats the best way i can explain it. Any thoughts would be much appreciated.

It is common for men to have spots on and around their penis area and this should not cause alarm. However it's difficult to say exactly what it is you describe, the lump aspect though may be a problem and would be advisable to visit his local doctor (GP), or a urologist doctor, or medical clinic for his condition to be examined.
