I would say most males have these small "white bumps" on their genitalia. I do. They do seem to be where the pores in the penile skin are (by the penis hair follicles. And yes, there can be secretions that that will make the "white bump" larger. Once in a great while I will see one of these larger bumps, which is basically a pimple. Unless it physically bothers you, I would not be concerned.
