Once in a great while I will see one of these larger bumps, which is basically a pimple. Unless it physically bothers you, I would not be concerned. If the white pimples are on the head of the penis, then it is probably pearly penile pauples. If it's Fordyce spots on the shaft and trunk I would see a doctor.
