I have been with a female friend of mine four times now. The first two times no problem, the third

The reason you are losing your penis erection is because you are losing your focus. You are thinking too
much about the heat rush around your neck and not focusing on the task at hand.

He hasn't reached full male sexual maturity. This occurs as a result of the increased production of testosterone and other hormones in the body.
He is a Adolescence which is the period of psychological and social transition between childhood and adulthood.
In the United States, adolescence is generally considered to begin somewhere between ages 12 and 14, and end at 19 or 20.
He may not yet be ready for sexual intercourse psychologically or physically. So, have a urologist doctor to check his testosterone levels and look for any physical abnormalities. He might need more confidence in himself, have him see a physicologist or sexual therapist for any mental issues.
